This model includes a survey of approximately 4,000 voters to establish citizen infrastructure investment priorities that are consistent with the public interest. Wichita Board of Education agreed to keep citizens informed about how their tax dollars were used. This research was used to initiate a dialogue with the community that culminated in the passage of a $284.5 million bond referendum that supported investment in educational facilities.
